Wrapping Text Around Pictures

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I cannot get the picture/object to stay in place when trying to wrap text around it, and the text goes behind the picture/object, even though I've selected "Tight." And what is the anchor for? I can't find any explanation thus far. Thanks.
