Use the Superscript character formatting.
Type the 10. Then press Ctrl+Shift+= to turn on Superscript, type the 3, and
press Ctrl+Shift+= again to turn off Superscript. You can also control this
with the Superscript checkbox in the Format > Font dialog, but that takes a
lot longer than the keyboard shortcut.
