WSS-error when creating new list

I have a test instance of Project Server 2003 - it seems to be working fine
(just like the Production Instance) except when I try to create a Custom List
in WSS for a project. I get the following error:

Error

The form submission cannot be processed because it exceeded the maximum
length allowed by the Web administrator. Please resubmit the form with less
data.

Troubleshoot issues with Windows SharePoint Services.

...........any ideas? I have no trouble creating lists in the Prod instance.

Any ideas, suggestions, etc. appreciated.
