WSS Not Installed First

I am trying to help another company out and did not dio the original install.
I normally run WSSWiz.exe before installing Project Server. They did not
and now I cannot use Risks, Issues, Documens... I get the following error:

The documents, risks and issues features in Project Web Access use Windows
SharePoint Services...

ALSO

There are no site templates installed on the specified server running
Windows SharePoint Services. Verify that the web server is properly extended
with Windows SharePoint Services.

Project Server 2003 SP2
SQL Server 2000 SP4
Single Computer Install
COM+ working properly and OLAP CUbe building

Any help is appreciated

Hello Kevin,

Have you had any luck with resolving this particular issue???

We are experiencing the same problem in our server environment and I need to
get it fixed ASAP... I have performed some attempted fixes with no luck...
Unfortunately, I ended up un-installing the WSS software thinking that that
would work, but now the re-install is not taking... I know that Microsoft
recommends installing WSS FIRST when doing the initial install of the Project
Server environment, but I don't want to have to un-install EVERYTHING and
start over with the WHOLE install process unless it's a last resort...

Any help you could provide would be GREATLY appreciated!!!

We backed up the databases, uninstalled everything and reinstalled from
scratch and then restored the databases,
