WSS site permissions assigned to each new site created by Server

I need to change the WSS site permissions automatically assigned to each new
site created by Project Server.

I understand that Server automatically grants permissions based on your role
in the project (not an issue).

I want to change the permissions so that two members of the PMO appear as
readers on every new site created in addition to the the two project server
administrators that are now automatically assigned. How do I do this?

There are three ways I can think of to handle this.

1) Manually enter these two as team members on every new project.
2) Create an Enterprise template that contains these two resources for use
in all new projects.
3) Modify the xml file that creates the users within sharePoint.

Number three is the hard way and I would contact a partner for help in doing
this.
