WSS Sites are not being created when a plan is first published.

I am having an issue with WSS sites not being created. The admin settings
are set to have the sites "Automatically create a team Web site for the
project when a project is published to Project Server". Sites were created
for the first two plans that I published but now the site are not being
created and I can not create them manually. Has any seen this before?

The error message I get when I go back an try to create manually is "Error
occurred when creating site. Site does not seem to exist."
