WSS: Synching admin accounts

When I try to synchronize WSS admin accounts (ie, through PWA: Admin > Manage
Windows SharePoint Services > Synchronize Administrator Accounts), I get the
following error: "XML document must have a top level element". Anyone seen
this before or know what to do about it?
