Can multiple site templates be created and then when a PM creates a new
project, can he/she have a choice of which to apply to their new project?
(i.e. 'project workspace' (out of the box) or 'custom template a' or 'custom
template b'?)

unfortunately this is not possible with Project Server 2003 and Windows
SharePoint Services v2.
