WSS upload document & Owner List (user not authenticated)

Hello,

I have a problem with share point site and upload document.
When you enter in the share point upload document form you have a list, the
owner list. If you are correctly authenticated , the list is automaticaly
selected with your login name, but :

1) How this list is filled? How a user is added ? Why some are in and some not
2)Why some users are not authenticated and then the list is not selected
with their login name ?

the user have windows account
