WSS vs Portal

Can someone please tell me the major differences in Windows Sharepoint
Services vs SharePoint Portal?

I've also been told that it is not recommended to use Portal w/Project
Server - is that true, and if so, why?

Faisal,

If using SP Portal Server, could one hypothetically aggregate all items from
SP list (say, Issues) from multiple sites (in this case, multiple projects)
into one portal? I have multiple Issues lists from different projects that
were all once part of a Master project but that had to be split up to publish
to PWA. Would I be able to show all of their issues in one site with Portal
Server?
