WSS Web site configuration database

Here is my problem: A project plan was deleted along with its Windows
Sharepoint Services web site. Our DB admin restored the database with the
project plan. I ran the stsadm utility to backup the url associated with this
restored project plan. I got this message: "The Web site that is referenced
here is not in the configuration database." I want to backup this url and
restore it to a different database. I have two questions:
1. How do I add a web site to the configuation database?
2. Does the stsadm utility backup and restore the web site with its issues
and risks intact?

doing a farm backup from central admin/stsadm in future if you want a
complete backup. You will also need to backup IIS metadata and
virtualdirectories separately. see

I'm no WSS expert, but you can restore a site into an existing farm is by
restoring the SQL database having recreated the site. I'm not sure if the
same can be achieved using stsadm, try checking out the WSS technical library
