This can happen if you have a workbook in your XLStart folder. By
default the Task Pane is dismissed after opening/creating a workbook.
So the Task Pane is on when Excel starts however the workbook in your
XLStart folder triggers the closing of the Task Pane.
There is a Reg hack you can use to prevent the Task Pane from being
dismissed after opening a workbook
You can either manually add the "DoNotDismissFileNewTaskPane" key
under
HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Common\General
Or download a utility that will make this change for you from:
http://www.bmsltd.co.uk/MVP/
Once installed you'll find "Task Pane Controller" under the Tools
menu. You will need to turn off: "Hide Task Pane after opening or
creating a workbook" and turn on "Show Task Pane at startup".
