offline?

No. If you mean do you have to create a form from an XML datasource to
be able to use it offline. Whichever way you create the form template
the data will be held, at certain points, as XML. Perhaps that's the
source of confusion.

2.) Is there a way within Infopath to convert or save an existing SQL
datasource to an XML datasource?

Yes, but why do you want to do that?

It might be easier if you start a new thread with what (I guess) is
the real background question.
