xml export and administrator steps

We are in the process of exporting a project plan to xml as it continues get
the 26000 foreign key error when trying to republish. My question is as
administrator, do i need to only delete the plan from the publish db or
publish and draft?

Save the project as an XML file, then delete it from both the Draft and
Published databases. If the Project Workspace associated with this project
contains Risks, Issues, Documents, or Deliverables, then do not delete the
Project Workspace. After you import the project back into Project Server
2007 from the XML file, you can reattach it to the original Project
Workspace by completing the steps in the following FAQ:
