xp delete blank voting/mtg responses?

Is it an XP glitch, or something else, that explains the following:

In Options/Email Options/Tracking Options, I have checked "delete blank voting and meeting responses after processing".
This feature has worked in the past the way I think it should, by sending acceptances etc. with no comments straight to my deleted items folder, and only putting acceptances etc. that include comments into my inbox.
It is not working any more, which seems to have coincided with the general time frame of my upgrade to XP. any thoughts?
