XP EULA appears everytime I start Access

Workstation: Win XP, Dell Optiplex desktop.
Access version: 2002

I've tried starting Access from Start>Programs but the
EULA still comes up.
I've tried starting Access from 2 clicking on an .mdb and
the EULA still comes up.
I've clicked on "Accept" but still everytime Access starts
I get the EULA dialog.

I've re-installed Office but I get the same result. Is
there a tweak I could do, or something I'm missing? What
can I do to get rid of the EULA?
