XP Handwriting Recognition

I have Office XP running on WinXP Pro. Both are English versions. The MS
FAQ for handwriting recognition mentions Simplified Chinese, Traditional
Chinese, English, Japanese, and Korean languages are supported.

If I enable hw recog for English, that works fine. If I try to enable it
for the other languages, I can select "Handwriting Recognition" in
"Installed Services", but all I get is a drawing pad, allowing me to draw
pictures. No handwriting recognition.

So, does the English version of Office XP only support English hw recog?
