XP Office Shortcut Bar

My Office Shortcut Bar has disappeared and is no longer
listed under Microsoft Tools. I have done a search for
Shortcut and Shortcut Bar with all kinds of wildcards and
can't find it anyplace.

Where is the targe file located? Why did it disappear?
and how do I get it back.
