XP Outlook new email notification on welcome screen

I noticed that Outlook Express set a notification on the welcome screen to
inform me that I have 1 unread email. This notification allowed me to see
that I have email without logging in. This only occurred for the Outlook
Express welcome email and has not happened since.
How do I set it up so that I receive a notification of new email without
having to log in to XP?
