XP pro New Users do not have short cut to Outlook 2003

Using XP Pro I have two Window User Accounts on the same computer. One User
acct has a short to OutLook 2003. The second Windows User Acct can not see
OutLook. Do I have to reinstall Outlook for Windows User on the same computer?

No, create a shortcut for the other user and set up the mail account details
in the Control Panel using the mail applet.
