yenc decoder?

First of all, I really don't know what YENC is, but it appears that I need to
install a yenc decoder to view some post. Does microsoft provide this
decoder?

You write "to view some post"; do you mean newsgroups posts? If so, do
you mean Outlook Express? And if so, do a Google search for yEnc
Decoder, and you will find dozens of yEnc plugins for Outlook Express.

However there is none (that I could find) for Microsoft Outlook.
