Yet another Import from Excel Problem

I am using the transfer spreadsheet procedure behind a
menu button for importing excel files on a regular basis
which then get appended to the main data. The routine
works fine except sometimes I get an error message "Cannot
decrypt file" and I have to manually open the file in
Excel and then the import works fine.

I suspect that the import fails due to the worksheet being
protected, but then the ones that import ok are also
protected, so am somewhat perplexed.
