"You do not have appropriate permissions"

I have created a rule in rule wizard to dump spam send TO
a certain e-mail (I have multiple email on Outlook)

The rule tries to run but I get the message "You do not
have appropriate permissions"

What's happening? How do I fix it?

Hello? Does anyone answer these questions?

I've looked in google, I've looked in this newsgroup,
I've run detect and repair and I've run inbox repair.

So I came here as requested by Microsoft since paying for
support isn't an option I can afford.

Again, I ask, does anyone answer these questions?

When you log on to XP are you using an admin or limited user account?

I suspect you are using a limited user account.

According to WinXP I am logged on as Administrator, I
only have this account and a guest account - that was/is
never used. It's autologon.

I have the exact same problem. This only happens sometimes.
