You don't have appropriate permission to perform this operation

I have set up two AOL email accounts on Outlook 2003 on my fathers laptop.
Everytime he sends an instant reply we have no problems. However, when the
reply takes a little longer to write he get's the following error message and
the email will not send: "You don't have appropriate permission to perform
this operation". What causes this error message and how can I resolve it?
