You will see this error if you have a project plan checked out. Project
Server locks a files when it is checked out so that no one else can edit
this.

You can go to Server Setting and Force check in the project. This should
resolve the problem.

Let us know how it goes.

Hi:
Since some people can access correctly and some people don't, I think then
the server side should be no problem. It should be still the local cache
problem. When you clean the local cache, please notice that there is a drop
down list where you can select to clean the project checked out to you and
the project not checked to you. Normally the default one is the project not
checked out to you. You should change the selection and check if there are
some other cache to be cleaned. Then it should be fine.

Gordon, there are many posts addressing this issue you may want to review.

Something to consider is what version of Project Server you are using. If
you have the latest service packs this issue should be dramatically reduced.

Also, this behavior can occur when users are improperly closing out of
projects, or in some cases, even closing out too fast from Project Pro before
Project Server has notified the local cache that the project is checked in.
The server thinks everything is fine, but local cache never gets updated.
Users may need to monitor their Personal Settings section under My Queued
Jobs to ensure that the check-ins are complete before closing Project Pro.

I believe that clearing the cache is not a solution, rather a last resort,
as it will result in loss of data in some cases.
