Your styles system is too complicated.

I am using Word 2003 and I can't make the numbering system work! It has been
broken for many versions but seems especially broken in 2003.

In this particular instance I have a document that is completely out of
control. A heading 2 numbers itself independently of the heading 1.
Periodically styles that I have set to Normal reset themselves to Heading
2's, etc. I have fooled with the numbering options and nothing changes.

It seems that when a type is defined, Word should enforce that style.
Furthermore, there should be a way to reset a style to a known condition.

Yes, it is broken. It can be made to work, but that requires planning and
work on your part. You will need to scrap the current numbering and start
over.

It is not only complicated,- it also seems to contain bugs. So it is
difficult to find out whether problems derived from the system or from the
use of it.

FWIW, if you want outline numbering, you need to set it up according to
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html. You also
need to disable "Define styles based on your formatting" (see
http://word.mvps.org/FAQs/Formatting/TameAutoFormat.htm). And you can reset
any paragraph to the style definition: Ctrl+Q for paragraph formatting,
Ctrl+Spacebar for character formatting.
