This may be something your work place has implemented, either with
compression software installed on your PC/laptop or by group policy. You
should talk to your IS person to inquire.
Change the settings in the addin that does it. Also if you use Exchange,
check with your admin -they might do it on the server and want all
attachments zipped.

Check to see what addins you've got installed since that's not an intrinsic
Outlook function.
