apply default template to all new sections & notebooks

I would like to select an existing template (circles) & set it as a default
so it shows up with every new sub/page in ALL notebooks & section. I have
dozens of notebooks w/ at least 50 sections between them all. So far I have
only figured out how to remove the lines from all sections (without any
template) or change the default template one section@ a time. I am sure I am
missing something incredibly obvious but I have been all over the webs &
Onenote menus & can't find the answer. Please put me out of my misery!
