he/she installed XP on?

The OP clearly stated he/she "(Although I won't need it on my "old"
desktop once I install it on my "new" desktop)".

Don't you think we need to give him/her the benefit of doubt?. I work
in the Customer Services and to us customers are very important as long
as they are well mannered and polite ( I subjective!). We can always
accomodate their needs.

attempting to install this program on (Although I won't need it
on my "old" desktop once I install it on my "new" desktop)." If
you don't count the old desktop, then the OP will have the
software installed on one laptop and one new desktop, which is
twice as many computers as the EULA allows. Your suggestion was
to, "Explain to them that you have discarded the old
desktop and that you will only use this new one", which to me is
encouraging the OP to lie to Microsoft about not having the
software also installed on a laptop.
