For all users? Why not use Exchange's folder management to empty the deleted
(and junk folders) on a regular schedule. It causes no problems - while
empty on close may prevent outlook from closing cleanly.
Otherwise, the setting is stored in the registry so you can either use a
logon script or GPO. It's EmptyTrash key at
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\Preferences (if not
using outlook 2007, change the 12.0 to represent the correct version of
outlook)
