Susan,
The System account addition fixed the problem. This was odd because I
checked this the day before and it didn't work. So I will post what I did to
get it to work.
Open Windows Explorer
Make sure you set it to View all files including System and hidden files
See if there is a config.msi directory
If so great, if not create one.
Right mouse on the directory
Select the Security Tab
Make sure the System account has all rights, you might have to add it here.
I also believe I clicked the advanced button and clicked the box to reset
all sub-folders with the same rights.
This might be enough to get pass the problem, if not
You might also have to do the same on the root of C:
