Make text boxes the same height

After some research it looks like in Access 2007 in the Report View none of the events fire.

This works a treat - really useful. BUT (and a big BUT) it seems to clash with conditional formatting - if conditional formatting is used, the borders are over-ridden when the conditional formatting fires.

Any ideas on how to avoid this?
