Organizations use content filters and antispam/antivirus software to filter
out all sorts of attachments. It reduces spam, viruses, wasted time and
mailbox space. See

Which I would respectfully suggest, is not common.
Don't kid yourself. In the corp world, it is more common than you think. In
the SOHO world, not as common since the user is the admin and doesn't have
access to the servers. ISPs will rarely block content - they need to let it
all through (otherwise, there wouldn't be a spam and virus problem because
they'd filter it all before it hit the mailbox.)
