outlook 2007 inbox view does not refresh when new mail is received

Well, here's the thing -- and I think I found something similar buried in
Vesty's experience -- Everything worked fine in Safe Mode.

I restarted Outlook just now in Normal Mode (The "Client Experience" thimg
is still disabled) and everything's STILL working fine. I didn't touch
anything -- Plugins, etc.

If I remember right, Vesty said the same thing happened to him -- for a
time. Then it seemed it "degrade" over the course of a few days. I wonder if
what seemed like degradation was really one of the plugins having an
opportunity to "kick in" (i.e., "get used")?

If in fact it gradually stops working, that will definitely make
troubleshooting more time consuming.

Your thoughts?

Thought I'd follow up here. The problem seemed to go away. I didn't touch any
Add-Ins. It's been a couple of weeks now.

The only thing I did was enable the Customer Experience thing in Word (with
Outlook closed), start outlook again and saw everything worked properly, then
a day or two later turned the Customer Experience thing back off (with
Outlook closed), and went about my business. I've had no trouble seeing my
emails in my inbox when they arive.

Signing up for the Customer Experience Improvement Program did not work for
me. My inbox still does not update with the arrival of new emails. I'm
running Office 2007 with Vista on a Dell E6400 laptop.

Any other solutions?

To be clear, what I did was:
1. Turn OFF the Customer Experience Improvement Program IN WORD (with
Outlook shut down)
2. Run Outlook in Safe Mode (everything then worked properly)
3. Some time later -- a week or two -- I restarted Outlook in Normal mode
with CEIP still off and everything still works correctly. I haven't had that
problem again.

I'll give Outlook a try in safe mode for a while but i don't see how this
will fix the problem.

After much fruitless searching I finally found this thread -- it is well
hidden but seems to at least be active.

I tried the process of turning the CEIP on and off. The first time I turned
it on and rebooted, it seemed as if the "fix" had worked. I then turned CEIP
off and the problem returned. CEIP has been back on now for several days (and
several reboots) but the inbox is still not refreshing properly. Sometimes
mail comes in and immediately appears in the inbox. Other times, it does not
refresh.

With the info you've managed to gather working with Vesty and Nebulous, is
there a specific sequence you want me to follow to try and find the root of
the problem? --TC

I have had this problem of the inbox not refreshing many times over the last
18 months. I am using Outlook 2007 on Vista Business (32-bit). Initially
after weeks of investigation I tracked it down to a Roxio component - sounds
daft I know but I repeatedly turned it on and off and the problem
appeared/disappeared each time.
I thought that was the solution until recently when the Inbox began
repeating its behaviour of not refreshing. After some web searching I have
discovered that this time it is Google Desktop Search Outlook Add-in that is
causing it. Removing this add-in, the inbox refreshes and I again get the
blue new mail notifications appearing in the bottom right of the screen.
From what I have read in this thread and others there appear to be numerous
different things that are causing Outlook to lose its refresh ability. I
think F.H. Muffman is probably on the right track when he says " I believe
that this toggles something else on the machine that makes it work." It
would be nice if Microsoft could find out what it is. Although it would
appear that it's mainly 3rd party products that are the cause there's
obviously a flaw in Outlook that's allowing them to perform this action.
