I had to be away for a while.
OK, I ran the Allow Security To Be Tightened (FP2000), it did recreate a
file (_vti_inf.html) but I still get the html code when Preview in Browser.
I'm ready to let this one expire.
I did attempt recently to Convert a folder to Web and was unable to do
so because it being a disk based web.
How do I change or open FP as a Web Based web instead of a
Disk Based?

If you have FP2002 extensions installed, use
Control Panel->Administrative Tools->Microsoft SharePoint Administrator
Click Administration for your web site (Default web) then Go to
administration page.
Run check server health, and check all the boxes.
If FP2000 extensions, use
Control Panel->Administrative Tools->Internet Information Services
Expand the folder tree in left column
Right click on web site (Default Web Site)
Choose All Tasks->Check Server extensions
Allow security to be tightened.

OK, instead of clicking the Open Folder Icon, I click File and my option
is to "Open Web" vs "Open Site". I click "Open Web", type in
http://localhost. I then load the file, Preview In Browser with the same
results
I've been getting... the html code.
I "Open Web", type in http://localhost/test.asp and get an error that it
is
not
accessible.

I think I understand, but check me out... I open FrontPage.
In the File Name box I enter: c:\inetpub\wwwroot\test.asp
FrontPage opens and my test.asp page appears.
I click Preview In Browser.
The html code appears.
I refresh.
The screen is blank.

Preview in browser "Will" work for .asp files, but "Only" if you have
opened the site and page in FrontPage using the
http://localhost/webname
address.

That's how you are supposed to view it.
I do have IIS installed on my machine, so when I do open IE and
