I didnt change any of the outlook settings and out of sudden the intended
recipient didnt receive the attachment and I didnt receive any error
message. It's shows in my sent file the attachment was indeed sendout.

I have a mailing list of about 48 people where I send a Word document (55
kb)
as an attachment. The document was created in Word 2003 although I am now
using Office 2007. Some of the recipients receive the attachment, others
do
not. There doesn't appear to be a common denominator (some using the same
service provider receive the attachment - others do not). One recipient
sent
the following message back to me: "Sorry but no attachment again. When I
right click on your message and select 'properties', 'details' and then
'message source' and scroll down it says 'X-MS-has attach: Yes'. So it
thinks
it has an attachment but it didn't arrive".
I have tried sending emails with the attachment individually but it is
still
not received on the other end.
Any suggestions?
Is it possible those recipients who don't receive the attachments are not

Outlook users? If that is the case, then perhaps you are using Outlook's
default format Rich Text. If this is correct, change your format to HTML
or
plain text and the issue will likely resolve itself.
Rich Text format is specific to Microsoft Outlook. Non-Outlook email
clients
have difficulty with this particular format, some are unable to read it
and
some may not receive attachments.
If the above is not the scenario you are encountering, please let me know.

remains. One of the recipients was able to forward my email to another
email
address at another service provider and open my attachment that way.
Another
recipient received the attachment when I sent an individual email to him.
Could this be a problem with the recipients' servers and not a problem at
my
end? I did not have this problem before our organization switched to
Outlook.

??? When sending the e-mail to four recipients
o From Tablet Pc = One recipient doesn???t receive the attachment
o From PC = Works fine, no problem

Default format?
Default format? If you're using rich text format, that could be the
culprit.
As well, you can look to any third party integration with Outlook such as
antivirus, Add Ins, etc.

But
one of the recipients can not if I send it from my tablet.
So which one is the suspicious, my tablet or the recipient's pc? What else
should I check to solve the problem?

Internal or external address? If the latter, perhaps you have the
contact-specific setting enabled to always send in Rich Text format for
that
one contact. Open the contact on the tablet and double-click the E-mail
address. If you see an "E-mail Properties" dialogue, check the "Internet
format" drop-down at the bottom.

Great!
Great! The external address had been set to RTF. First, I choose "let
outlook..." but it didn't work. Finally, I choose "only text..." for this
contact and it worked. It'd be nice to me if I were able to choose html
format in future.

The setting "Let Outlook decide..." should allow whatever you have chosen
as
the default format on Tools>Options>Mail Format to apply.

successfully receive some from me in the past. Their email addresses are
the
same as are their servers. Truly, nothing has changed. Personally, I work
from a home laptop as do many of the people I email. Also, these people
are
receiving attachments from others successfully who use Outlook 07, road
runner, etc. I am also receiving email attachments fine. I just cannot
send
them. Or rather, I can send them, no one gets them.

Then it sounds like you are sending a message using Rich Text format to
someone without Outlook. Only Outlook users can receive Rich Text
messages
and properly render them. Change your composition format to HTML or Plain
Text. If it's already set that way in Tools>Options>Mail Format, then
likely you have a per-Contact setting causing the problem. Open the
contact
record of the person getting no attachments and double-click their E-mail
address. You should see an "E-mail Properties" dialogue and at the bototm
should be an "Internet format" drop-down. That drop-down should contain
"Let Outlook decide the best sending format".

just one recipient affected, it's everyone I send to. I did just go in and
spot check a bunch of people to see that their email properties read what
you
suggested, and they all did (letting Outlook choose the best format). Now
what?

I did as you suggested using a hotmail account and did receive the
attachment
I did as you suggested using a hotmail account and did receive the
attachment
from my webmail road runner account. I then sent an attachment from my
outlook safe mode to the hotmail account, and also received it without
incident. I then closed outlook in safe mode and reopened it in normal
mode
and sent an email to my hotmail account with many attachments. I received
each attachment - could my mystery attachment problem have fixed itself
(like
it broke itself a few days ago)?
