Hi Paul!

Have you checked the "Configure E-Mail Server Settings" in Windows
SharePoint Services?

You need to specify an outbound SMTP server and from/reply e-mail address.

Installing the Proposals Accelerator on a SharePoint Portal Server is not
supported, but should work if you watch your step.

The important issues are:
1) To configure the ContentLibrary.SiteUrl in the accelerators web.config to
point to the correct url
2) To ensure that the Proposals Web Service runs under the same application
pool used by SharePoint Portal Server
3) To set the property NTAuthenticationProviders for the Proposals Web
Service to NTLM

Neither of these issues relate to your e-mail problem, but need to be
configured correctly to enable the accelerator to work on SPS.
