Is there a way to set up a rule that will move an e-mail message to a
specified folder after closing the e-mail?

No.

You could write a macro to move messages and set up a hotkey to use to move
it, but, no, there's nothing automatic. Rules are fired upon arrival of
a message or when running them manually.

You could use a 3rd party tool like Auto-Mate, otherwise no.
