I found another way to get a shape into a page from a file.

shape.ContainingShape.Import(@"c:\test.bmp");

Is there anyway to make this the picture of the shape? Right now it is just
importing it into the visio and putting it on top of everything else.

I really think you've got to get rid of this idea of a picture of the
shape for what you want, you want to replace the original shape with a
new shape, that shape may just be a new image.

I thought about doing that at well. I would still need to create a shape with
a new image. I'll have to look into how to create shapes programatically.
