So, which are you trying to install and why in the world are you trying to
install it to the Windows Directory???

After furious head scratching, Pink asked:

| many attempts and a lot of frustration, I see that MS somewhat
| touched on this subject and suggested to use the CleanUp Utility. I
| did that, which erased my previous registry info for Ofc XP, in hopes
| of getting Ofc 2003 to work. Still get the same error. I have moved
| the old version of Ofc (XP) out of the Windows file to see if that
| caused the problem; same error: Fatal Error Occurred.

No, I am trying to pull exact details which you are reluctant to provide. I
am presuming this is the Trial version of Office from Microsoft Office
Downloads (why should I have to pull this information from you?????)

"Everyone" else is NOT having this problem as I can download the trial
version readily using my Internet connection. Are you using a download
manager? Don't. Is your AV active? Disable it while downloading. Do you
have a Firewall configured? Again, disable it while downloading.
